Inkscape crashes on exit with custom GPL installed (Windows)

Bug Description

Running Inkscape 0.91 on Windows 7 (32bit), I want to create a new colour palette (attached). The palette seems to work fine, however on exiting the program Inkscape reports that it "encountered an internal error and will close now". This happens just when opening and closing Inkscape, without having opened any files, or done any drawing.
This problem does not occur running Inkscape on Ubuntu 14.04
Just incidentally, when I first created the palette, the colour names included one name with a French accented character ("Collectivités"). This caused Inkscape to crash with the same error as soon as it tried to load the palette - and again, the problem does not occur when running under Ubuntu.

Just to be sure: if you completely uninstall the custom palette on Windows (and any bkp or swp files in the palettes directory which could be a result of editing the already installed GPL file in a plain-text editor), the crash on exit no longer occurs?

Did you install the custom palette which triggers the crash on exit into Inkscape's shared 'palettes' folder, or into the one for the current user's palettes ( %APPDATA%\inkscape\palettes )?

JFTR - no crash on exit with Inkscape 0.91 r13725 on OS X 10.7.5 after installing the custom palette provided by the reporter; modifying a copy and substituting 'Collectivites' with 'Collectivités' works ok too (no crash on exit).
Locale used by Inkscape for the tests on osx: 'en_US.UTF-8'

Hope I get these answers right:
1) Installed the English language version on French W7 32-bit (I work in France but am native English speaker)
2) Problem on exit disappears simply by selecting a different color palette
3) Palette installed in C:\Program Files\Inkscape\share\palettes
3) No problem on UBUNTU

Actually, after testing left right and center I think I have resolved the problem. Somehow (I forget how), I seem to have saved the GPL file in ANSI format. Opening it in Notepad, then saving it in UTF8 seems to solve the problem, even including accents which now work.

Tested on Windows XP, Inkscape 0.91 (32-bit).
1. No problem with the original file (Unix/Ansi).
2. Crash at startup when adding an accent in "Collectivités" with the same file encoding.
3. No problem when the file from 2 is converted to Unix/UTF8 (without BOM).
