Bug Description
Cannot snap to a rotation center of a group. We always snap to the rotation center of the individual objects in the group. I believe that things were implemented like this on purpose, but we might need to revisit that.
"Snapping to":
For a group, would we prefer to snap to:
- the rotation center of the individual objects -> is usually quite obvious where this is located, but might produce to many snap targets
- the rotation center of the group -> might not be always clear where this is located for the user; can be outside the objects
- or to both? -> might lead to to many snap targets for large groups
Same holds for the snapping to the item center.
"Snapping from":
Appears to be inconsistent; for rotation centers we use the rotation center of the group, but for item centers we use the center of the individual objects

Confirmed that Inkscape never had a different implementation so far: same behavior with Inkscape 0.47, 0.48.5, 0.91 and current trunk (0.91+devel r14627) - snapping with a group's rotation center e.g. to a guide anchor works, but not snapping an arbitrary object/snap source to the rotation center of an arbitrary group underneath the current cursor position.
