Connectors cannot be attached to an object at the edge of a bigger object

Bug Description
Using Inkscape 0.91.0+
In the attached image, select the connector tool, and move the mouse gradually towards the centre of the smaller circle from below it. The connector handle will appear, but then disappear before you can actually click on it. There appears to be no way to attach a connector to the smaller circle.
(For extra fun, if you move the mouse through the smaller circle to get to the handle in the bigger circle, it too disappears.)

With provided test case (2 overlapping stroked, unfilled shapes), reproduced on OS X 10.7.5 with
- Inkscape 0.47, 0.48.5
- Inkscape 0.91 r13725 (current stable)
- 0.91+devel r14560 (latest trunk)
If the paths have a fill as well, it works as expected in Inkscape 0.47 and 0.48.5, but fails (if stack order is unchanged) with 0.91 and later, due to /bugs.launchpad .net/inkscape/ +bug/1433115
