Guide relative change not undoable

- drag a horizontal guide onto canvas from top ruler
- doubleclick it
- make a relative change in Y direction
- Press Ctrl-Z
Expected behavior: guide returns to original position
Observed behavior: undo does not work (guide remains at last position)

Inkscape 0.91 r13725 on Win7

On OS X 10.7.5:
- not reproduced with Inkscape 0.47, 0.48.5 r10040
- reproduced with Inkscape 0.91 r13725, 0.91+devel r14538

Simple workaround:
> - drag a horizontal guide onto canvas from top ruler
> - doubleclick it
> - make a relative change in Y direction

- click once on the canvas

> - Press Ctrl-Z

If focus is actively moved back to canvas, changes to the guide are undone as expected.

Based on tests with archived builds:
- not reproduced with Inkscape 0.48+devel rev <= 12966,
- reproduced with Inkscape 0.48+devel rev >= 12967;
this regression was likely introduced with the refactoring in rev 12967:
* Revision 12967: Move dragging undo block from tools-base to canvas. Regarding bug #168695

Affects all variants of invoking undo (keyboard shortcut, menu command, toolbar icon - all fail unless focus is explicitly moved back to canvas first).

Note: in 1.0.2, using the Undo History dialog works before focus is moved back to canvas.
