Bug Description
At the moment in Inkscape one cannot move a path node (I precise any node and not only an end node) and snap it tangent to another path or the outline of another object, specially if this path or object is made of curves.
In the SVG attachment I propose an idea which could be done (perhaps) as a path effect, or added as a complement to the snapping settings.
