Can't save default file-format for save (Windows only)

Bug Description
I see on Linux (Mint 17.2), Inkscape 0.91r, the program saves easy (automatically) you last chosen file-format (preselect for save). That is very practicable, but on Windows (7 x64) no chance to do this!?

Confirmed on Windows XP, Inkscape trunk re. 14495, with the Windows native dialog.
Works correctly if the preference is set to GTK dialog.
