Bug Description
There was an issue with custom dash patterns not being scaled properly on export to EMF format. See bug 1405292.
To reproduce, open the map svg in that bug, save as EMF. Open the EMF. The black and white dashed line now has very fine dashes instead of broad ones.
The attached patch appears to resolve this.
