Inkscape will not rotate an entire document

Inkscape will not rotate a document as an entire page - instead it only lets me rotate the layers. If I have a horizontal document I scanned in that I want to make vertical and edit, why can't I just do it all at once in the same program without having to take so many extra steps just to perform a simple action?
What I want is this, think of a "Rotate" feature found in many picture gallery applications: When I click the "rotate: button in those apps, does it only rotate the layer(s), or will it rotate the image in it's entirety - all with the click of a button? I want that. Exactly.

Your request is very close to the one already expressed in Bug #170498 "Rotate and Flip Canvas" (https://bugs.launchpad.net/inkscape/+bug/170498).
Could you please confirm it's the same wish so that we can mark your report duplicate?

I believe that this report is about editing the actual file to become horizontal/vertical, rather than just the canvas. Someone correct me if I'm wrong.

I'm not sure myself -- is there meant to be an easy way of doing this?
