Reproduce step:
1. Change language to zh_TW
2. Create two objects, such as squares.
3. Press `Ctrl + a` or drag to select them all.
4. Inkscape crashed.

Can also be reproduced in Windows 7 64bit
Only zh_TW is affected. zh_CN is not.
