Scroll on the tool bar changes opacity and blur

Bug Description

When I scroll the tool tabs on the right side of Inkscape, I change opacity an blur unintentionally whit the cursor is over the scroll or blur, or any number input . Sometimes I export objects with 90% opacity without noticing it. It messes up my documents. Really, It happens often for me.

Thank you for taking the time to file this report - AFAICt the issue was reported earlier, e.g.
* Bug #1070200 “mouse wheel scrolling in dialog causes unintended consequences”

(and likely in older reports before that, too)

Since this behavior is not limited to the two sliders in 'Fill and Stroke', proposing to link as duplicate to bug #1070200 for now.

Just curious - you never encounter the same behavior in other GTK2 apps (e.g. GIMP, or even gtk-demo) with GUI widgets receiving scroll events on hover (combobox dropdown menus, sliders) even if not having current focus?

I run Manjaro 0.8.13, Xfce 4.12, but I remember this issue at the time I used Gnome on a Debian machine as well.
This only happens in Inkscape as far as I know. I must admit I don’t use Gimp a lot but I use Scribus a lot (GTK app?), and it doesn’t have any scrollbar on the toolbar so conflicts doesn’t exist.

JFTR - Scribus uses Qt, not GTK2.
