Application and windows are created off-screen on multi-monitor setup

Bug Description
I am running a Windows quad-monitor setup. The monitors are different sizes, orientations, and resolutions:
xx-B
AA-B-CC-DD
where:
A = 4K landscape
B = 4K portrait
C = 1080 landscape
D = 1080 landscape
x = when window usually "opens"
When I open Inkscape, it often/usually opens off-screen and cannot be reached with the mouse. As a workaround, I use Alt-Space to bring up the system menu, and move the window on-screen.
When I open something that opens in its own window, like an undocked panel, it may render off-screen and there is no way to access it.
I changed my preferences to not save window locations etc. I'm not sure how much difference this makes.

This sounds similar to the Mac issue that has been reported, but not necessarily the same.

Inkscape is 0.91R13725 64-bit (PortableApps distribution)
OS is Windows 10 Pro Technical Preview (also occured on 8.1)
