docked panels not resizable

Bug Description

When stacking multiple panels vertically, they become not resizable in version 0.91, at least the Windows installation. In 0.48 they were.

Oops I found this is not a bug, they actually are resizable, it's just that they have a weird behavior. My lower panels had a minimum height and somehow their position was fixed therefore I couldn't make my top panels taller. I had to resize the bottom panels to make their bottom lower and after that I could make my top panels taller. A better behavior would be to let the bottom panels be moved down when top panels are made taller.

I've experienced this problem too, except that I can't seem to make GM's reported fix work. Maybe the resize-ability depends on which dialogs are involved?

(Testing with F/S dialog and Layers dialog, neither one can be resized.)

When there is more than 1 dialog docked, and when stacked bottom to top and not side to side, neither one can be made longer or shorter. Only when there is just 1 dialog docked can they be made longer.

(I mentioned this in an other bug report, but I don't think they are duplicates

Also, when you have 1 dialog docked and you make it longer, then when you open a 2nd docked dialog, the first one shrinks back up.

Yes, it's contrary behavior to 0.48.x.

Inkscape 0.91, 32-bit (exe installer) and 64-bit (7z pkg) on Windows 7, sp1, 64-bit
