Bug Description

Hi,

Steps to reproduce:

- open Inkscape
- select Freehand / pencil tool
- Press Ctrl+Alt and click on canvas several times (at least 8 times) to create random sized dots
- expect: scroll wheel to move canvas, cursor to change when leaving canvas (plus dots)
- get: scroll wheel does not work, cursor is stuck at pencil tool, even when leaving the Inkscape window, making more dots works

This state can be left by just clicking anywhere. This will start a path on the canvas, even if the click was made outside the window. The next click will then work as normal. What also works is to start a new, non-dot path with the pencil tool.

Inkscape 0.91, 64bit LM 17.1, xfce, official repos
