File->Revert can move Inkscape window off-screen (multi-monitor)

Bug Description
If viewing a "plain" SVG (without SVG attributes such as inkscape:window-x), the File->Revert menu moves the Inkscape window to position 0,0 at the top-left of the Windows desktop, and sets it to a specific width and height.
If you have multiple monitors, this location may not be visible on any monitor, leading to an Inkscape window which you can't reach using the mouse.

Based on the screenshot, this report is about using a dual-screen setup with monitors of different heights under Windows - this issue has been reported earlier e.g. in
* Bug #1022406 “Window may be restored off screen”
and the underlying issue is tracked in
* Bug #379463 “offscreen dialogs”
'Plain SVG' files do not contain Inkscape-specific information about window position and window size. The behavior of 'File > Revert' wrt to window size and position depends on the user's Inkscape interface settings (-> not a bug). While working with the described monitor setup you might want to consider changing the 'Interface -> Windows -> Saving window geometry (size and position)' setting from default "Save and restore window geometry for each document" to "Remember and use last window's position", to avoid that reverting 'Plain SVG' files triggers a reset to the default size and position (which is partially off-screen on the smaller and lower left monitor).
