Blur is included in copied style but zero blur is not

Bug Description

When I copy a blurred object and apply its style to anything, the blur setting seems to get sticky and there's no way to stop it from being applied to newly created shapes until restart.

Reproduce:

1. Open Inkscape, draw something (say a circle). Fill it. Blur it. Copy it.

2. Draw another circle. Apply copied style (Ctrl-Shift-V). It gets the same fill and blur.

3. Gotcha. From now on, all new shapes will have some % or blur, and there is no way to cancel this until you restart the program.

4. If you copy an object with zero blur and apply its style to a blurred object, it will remain blurred. My guess is that blur percentage is applied only if it is more than zero and ignored otherwise.

When you draw a lot, this behavior becomes very disappointing because you have to unset the blur on EVERY brush stroke you make.

I'm currently using .91 on Linux, and it was the same in .48.
