Please add information about OS X version and Inkscape version (see Inkscape menu 'Help > About Inkscape') to the bug description.
Not confirmed with Inkscape 0.91 r13725 (official package from inkscape.org): when using Dutch as interface language, both features (Maskerpad (Clip) and Masker (Mask)) are present in the 'Object' menu (see attached screenshot), and work as expected.
Closing - as far as we can tell, the command to set a clip is present in the Dutch translation (and it works as expected).
Feel free to reopen the report if you think that it was closed in error, and that there are changes required to the Dutch translation to make the 'Clip' command more discoverable.
