New Inkscape 9.1 breaks pdf compatibility for blur (illustrator "can't open the illustration")

Bug Description
Problem: Latest ver (0.91) save to pdf creates a file that Adobe illustrator (13.02 CS3) refuses to open with the vague and useless "Can't open Illustration." Error. The same file saved in Inkscape 0.48 still imports fine.
I've narrowed this problem down to the "blur" setting on a shape.
I have posted three files in a zip archive:

Contains the original .svg file, and two exported versions, one from Inkscape 0.48 and one from Inkscape 0.91
Steps to reproduce error:
Open test_base_091.pdf in Adobe Illustrator (CS3)
Notice that the test_base_048.pdf file opens fine, and even includes the blur intact.
Note that both files open fine in a pdf reader like Acrobat, so admitedly, this may be an issue with Illustrator being overly picky.
Still, the changes in how 0.91 saves the blur breaks compatibility with Illustrator CS3, which for me is a rather big deal, since I use Inkscape to replace Illustrator for 95% of all print/design work that comes to my desk, and sometimes clients require .ai files. It generally suffices to just export to pdf, and change the extension to .ai
Illustrator will not open the new export however, leaving my only solution using the older version of Inkscape to do that.
Is this something that can reasonably be "fixed"?
