32-bit Windows version comes with old Cairo

Bug Description

While the Cairo version that comes with the 64-bit build appears to be 1.14, the Cairo version delivered with the 32-bit build is a much older one. I imagine this must affect bitmap scaling quality in an undesirable way.

I also noticed that the older (32-bit) Cairo is not thread-safe. I'm not sure if this is an issue for Inkscape, but it might be for other applications trying to use the same DLL. Like my own ;-) The 64-bit version appears to not have any thread-safety issues.

x64 version of Inkscape 0.91 does indeed come with Cairo 1.14 per an EPS file I just saved in that version.
