Symbols are vertically flipped

Bug Description

In inkscape 0.91 win32 and win64 versions

inserting a object from the current drawing to the symbol set causes the symbol to be flipped vertically.

As a workaround i flpp vertically the grouped object before inserting it as a symbol to the current drawing.

Not reproduced with Inkscape 0.91 r13725 in a new document (default template, default prefs).

Please attach a sample file and detailed instructions how to reproduce the reported issue.

Confirmed with a new document adding a symbol is working as expected, but with an document created with inkscape 0.48 it is vertically fipped. I have attached a sample document.

Reproduced on Windows XP (32bits), Inkscape trunk rev. 13901, with the file attached comment #2.
Not reproduced with objects created with 0.48.5 and converted to symbols in 0.91.

The content of the provided test case ( Feuerwehrzeichen1neu.svg ) originates from an earlier PDF or (E)PS import, based on the vertically flipped and scaled layer group:

AFAIU symbol creation (from selected content) ought to compensate any preserved transforms on parent containers. Workaround for affected files: add a new layer, move content to new layer before creating new symbols based on the imported content.
