Can't change keyboard shortcuts for 'Rotate Selection'

On my work computer, I have CS6 installed. At home, I have Inkscape 0.91. I have the Illustrator keyboard shortcuts set, but my usual habit of using the CTRL+Bracket keys ([ and ]) rotates the item 90 degrees, even though the Ctrl+[ and ] are set to arranging items. On line 440-442 on inkscape\share\keys\inkscape.xml, I noticed this:

Keyboard shortcuts for rotate actions are hardcoded in the select tool context:

This bug presents in 0.92.1 r15371 too. Not fixed yet.

I using Adobe Illustrator shortcuts set (xml provided) in my Inkscape 0.92.1 r15371. System: Windows XP (SP3) x32 RUS

1) I reassigned some missing shortcuts: Ctrl+[ and Ctrl+] to "Lower" and "Raise" commands (Object) in Preferences, but this combinations still rotate the object instead.

2) Ctrl+Shift+[ and Ctrl+Shift+] for "Send to Back" "Send to Front" does not work too
