speaking somewhat off the cuff, haven't thought about this a lot, but perhaps the conclusion is that page size should be converted by 6% if and only if the page size is expressed in px, whereas in Case 2 it is in mm, so it does not need to be converted.
On the other hand the actual object (rectangle) itself is always in px no matter what, so it always needs to be converted by 6%?
