My start directory is /opt/inkscape-bzr and yes my preference folder is in Roaming without the Alvin part. :)

Not reproduced on Windows 7, Inkscape 0.91 (64-bit) and trunk rev. 14761 (32-bit). Tested with pt and pt_BR locales.

The translation that triggers the bug is from the gdk-pixbuf loaders package:
inkscape/etc/gtk-2.0/gdk-pixbuf.loaders:"pnm" 4 "gtk20" "The PNM/PBM/PGM/PPM image format family"

Changed in inkscape:
importance: Undecided → Low
Changed in inkscape:
status: New → Invalid
