Bug Description
snap to grid doesn't work if view of grid is disabled. When I toggle grid view with shortcut # snapping only work when grid view is on. In document settings I have activated for the rectangular grid following settings: Enabled and visible. Snap only visible grid lines is disabled. I use the German language version. Win 7 64 bit, Inkscape 0.48.5 r10040

What's confusing here is the fact that View>Page Grids not only hides, but also disables all the grids (and the grids are still enabled in the File>Document Properties dialog). View>Guide shares the same behavior.
In both cases, hiding the elements should not disable them IMHO.
