Ruler Ticks use Poor Scaling

Bug Description
Using inkscape 0.48 (Ubuntu package 0.48.4-3ubuntu2).
I set the units to mm in the document properties.
I will refer to the ruler ticks as major, minor and sub-minor. The major ticks have labels.
I zoomed in a bit and found a display scaling such that the major ticks were spaced 25mm apart. Please refer to the attached screenshot to follow what is described below.
At this scale, there were 4 minor and 5 sub-minor ticks plotted between each major tick.
Now, doing a little maths, I find that:
1) The minor ticks are spaced 25mm/4 = 6.25mm apart.
2) The sub-minor ticks are spaced 25mm/8 = 3.125mm apart.
These tick spacings are awkward to work with. The minor and sub-minor ticks should vary in number so that sensible spacings are obtained. For example, in the case of a 25mm major tick spacing, there should be 5 minor ticks for a spacing of 5mm, and then 6 sub-minor ticks for a spacing of 2.5mm.
I notice that there is a cursor readout at the bottom right, but even that seems to disagree slightly with the ruler position. I found that I had to misalign my pointer by more than 1 pixel to get the cursor readout to agree with the ruler, so it is not just a rounding error.
