Inkscape palette selection menu should sort the items

I've added a bunch of palettes[1] to ~/.config/inkscape/palettes, but in the palette selection menu they are shown in a random order. It makes quite difficult to pick a palette this way.

A quick solution is to sort the item upon building the menu. Bonus points for sorting by the actual palette name, instead of the filename.

An incredible solution would be to create a new dockable dialog with the list of palettes. But that will take longer to implement, and I believe it is not a priority.

Not reproduced with Inkscape 0.48.5 r10040 and 0.91pre2 r13549 on OS X 10.7.5 (palettes are sorted by name as expected, user palettes at the top, then the shared ones installed with Inkscape).

Tested on Inkscape 0.48.4 r9939 on Ubuntu 64-bit.

I was searching for "palettes", and that bug didn't show up in the results.
