Not reproduced with Inkscape 0.91pre2 r13516, r13543 on OS X 10.7.5 based on provided steps to reproduce:
inkscape launched with default new prefs, random amount of blur applied (< 10%), zoom level 35% or closer (100%), bucket fill tool works as expected (default settings, clicking on any area of the blurred object), and no crash happens when closing the filter editor dialog.

I used Oxygen GTK and reproduced it again every time.

However it seems that it doesn't happen with Raleigh.

I can confirm that it doesn't happen with Raleigh.
