unable to batch show/hide layers

Open the attached bugtest.svg. Open the layers dialog. The following behaviors do nothing:
Shift clicking on a layer's eye or lock in the layers dialog
Right click on a layer in the layers dialog -> "Show/hide other layers", "Show all layers", "Hide all layers", "Lock/unlock other layers", "Lock all layers, "Unlock all layers"

The following behaviors work as expected:
Clicking on the eye to show/hide an individual layer in the layers dialog
Clicking on the lock to lock/unlock an individual layer in the layers dialog

Seen on Inkscape 0.91pre1 x64 on Windows 8.1 on bugtest.svg.
Not seen on presentation.svg.

Inkscape 0.48.4 x64 Windows 8.1 doesn't show any shift-click behavior (should it?) in either file.
Inkscape 0.48.4 "show/hide other layers" works properly on bugtest.svg.

Possibly relevant info: I'm running 0.48.4 and 0.91pre1 on the same machine, both extracted but not installed. They seem to be sharing recently opened lists. Perhaps there could be preferences conflicts?

This shortcut (Shift+click) is new in trunk i.e. not available in the stable 0.48.x series (see bug #177931).

On OS X 10.7.5, with default (new) prefs for each test:
- not reproduced with 0.48.5
- reproduced with 0.91pre2 r13527

Note that 'Alt+click' still works in 0.91preX with the affected file (apply 'Show/Hide Other Layers' toggle to the layer whose icon was clicked, without changing the current active layer).

Cannot reproduce with Inkscape 0.92.4, show/hide other layers via Layers dialog seems to work fine.

Assuming fixed, if not please comment with details. Thanks!
