Properly formatted SVG file rejected by Inkscape

The image of the Pacific Coast Highway sign, California Route 1, is an SVG file located at
https://en.wikipedia.org/w/index.php?title=File:California_1.svg
(a copy is attached to this bug report), it appears as it should when viewed with Firefox, and from a manual examination as a text file it appears to be valid SVG, but the preview window in the file open dialog doesn't recognize it - it shows the Internet Explorer icon instead of a thumbnail of the image - and Inkscape refuses to load it with the "Do Not Enter" refused message box.

The mentioned SVG file uses entities:

Please upgrade to the latest bug-fix release 0.48.5 which includes the fix for this known issue in 0.48.4.
