cli --verb commands doesn't works with -without-gui option

Bug Description

command line --verb commands doesn't works without GUI

here is my test comand line:

inkscape tmp.svg --select=path5204 --verb=EditCopy --verb=EditSelectAllInAllLayers --verb=EditDelete --verb=EditPaste --verb=FitCanvasToDrawing --verb=FileSave --verb=FileClose --without-gui

works fine with GUI but doesn't if i add --without-gui iption that I need to automate process on the server (and save time for proecessing files locally)
