Click select different than click and drag

Bug Description
Sometimes it happens that I click to select an object, then I click again in the exact same point (i.e. without moving the mouse) to drag the just selected object but a different one gets grabbed.
It seems that the logic to choose what object to select and what object to drag is different and this leads to confusion.
If you keep clicking on the first selected object its handles correctly alternate between resize and rotate; but as soon as you hold down the button and start moving, the other is selected and dragged.
This issue depends on the objects, on the zoom level and on the grab sensitivity in the preferences so it's pretty difficult to provide a good reproducible example. I hope that composing an empty rectangle overlapped to an empty circle with borders thick enough to click on them and looking for this effect is going to be easy for someone else to confirm this behavior.
Otherwise, taking a look to the code to see if different strategies are applied in the two cases is maybe even simpler.
I usually first select the object to be sure that I'm going to drag the correct one but this behavior makes the selection process a lottery.
