pen tool: "triangle in" shape for powerstroke should pick width from active style

Bug Description

When I select the "triangle in" shape in the pen context and draw a path, the generated powerstroke doesn't match the width of the currently active style; it is always 10px.

It seems that locales using ',' as decimal separator now default to zero width which makes it hard to see what you drew. I can still change the width with the node tool. According to su_v this doesn't happen with locales using '.'.

Reproduced with different locale settings on OS X 10.7.5 - reopening (needs fixing).
