Some Unicode characters are ignored when inputted via keyboard

Bug Description

When writing unicode characters into the text tool directly from the keyboard, some of them are ignored or come out wrong.

System: Win7 x64 using Incscape 0.48.4

How to reproduce:

1. Get the Neo2 layout ( Use the so-called kbdneo driver: http://wiki.neo-layout.org/wiki/Download ). This will allow writing a lot of unicode characters directly from the keyboard.
2. Chose the Neo2 layout as your keyboard layout.
3. Use the text tool and choose an unicode compatible font, like Linux Biolinum.
4. Use the M3 key (which is the Tab key, see http://neo-layout.org/ and hover the "Ebene x" boxes on the page to see the different input layers - sorry, the page is in German) to input characters from layer 3, e.g. common punctuation like {}*?()- for example. This fails (sometimes). Instead of the expected characters, the lower case normal characters are entered.
4. Try this for all other layers, which do include a rich collection of unicode characters (αεοσψγφϕſΔℝℕℂ,...) All/Most of them seem to fail.

(Sometimes some of the characters show up just fine, but most of the time no Characters above layer 2 show at all. I have been unable to find out what is triggering the input to sometimes work partially.)

As a contrast, try using LibreOffice for instance. The characters show up as expected.
(or the web browser, as can be seen in the character example above ;) )
