Windows 8.1 mouse problems

Bug Description

Inkscape 0.48.4 r9939 on Windows 8.1:
In most cases I can't select a tool from the left box by mouse, I can't use Ctrl+mouse wheel for zooming a I can select and move objects on scene only if the position of paper is in that way I don't see left top corner of the document. Instead of moving an object by mouse dragging, a selection rectangle appears (like when i drag on a blank space). Shortcuts for tools work fine.

Thank you for the link. StrokeIt caused the problem. I have two computers with Windows 8.1, both with StrokeIt, and only one did problems. Disabling StrokeIt when using Inkscape is a solution.
