Can't delete layer from context menu

Bug Description

Currently you can perform virtually every important operation on a layer by right clicking on it in the Layers pane but for some reason it isn't possible to delete it this way. It's a feature I really miss and would really appreciate being implemented.

I'm not sure how to link these properly but I guess this is related to the following bug: https://bugs.launchpad.net/inkscape/+bug/172046

Confirmed. But since we already have buttons to perform the layer deletion, I guess it was designed like that purposely.

It is related, but not duplicate (Bug #172046 is about visibility and lock commands).

If this is by design then I would like to start a discussion about the reasons.

Some obvious cons against the current state are:
* inconvenience
* inconsistency

Also implementation shouldn't be too difficult. I can't think of any pros for leaving it as is.

Some users prefer having a relatively light context menus... but maybe adding the requested entries (and the ones requested in Bug #172046) is not a big issue.
Since I have no strong opinion here, I'd like to have some more comments before working on it. Could anyone else help?

As a new user to Inkscape, not having the delete layer option on the context menu was a bit confusing. I expected it to be there (perhaps from using Gimp, perhaps because I could Add a layer from the context menu). Even after finding it on the main menu, I still looked for it in the context menu.

Patch attached.
For consistency with the main Layer menu, I have modified the order of the context menu entries and fixed the layer-raise and layer-lower icons.
