Filter effect is clipped because the filter bounding box dimensions are wrong

Bug Description

OS: Apple OS X 10.9.3
Inskscape version: v0.48.2

PROBLEM: Filter effects are usually clipped because the filter bounding box dimensions are wrong.

SOLUTION: Inkscape should automatically calculate the right DIMENSIONS and COORDINATES for any filter effect, and automatically resize/rotate/transform the bounding box with the target object or group. Also, coordinates should be optimized to start only around the effect area if possible, not extended in any direction. For example if a shadow is dropped toward below, the bounding box should start from the upper limit of the shadow area, never above that. Otherwise the effect area will be much bigger than necessary.

EXPECTED RESULT: A filter effect should never be clipped.

Confirmed. The same problem affects all the custom predefined filters. It is due to the fact that the filters dimensions are set independently of the primitives' values.

Workaround: the filters dimensions can be set manually in the Filter editor dialog.
