NumericalUpDown boxs in the tool bar is not working

I am using version 0.48.4 r9939 x86 7z portable version on win7 x64

Symptom:
Just draw any shape such as ellipse or rectangle, then change the tool to selection or any other, or open the Fill and Stroke dialog, all the NumericalUpDown boxes are blank. However the up down buttons can still be clicked and has effect, just cannot see the value and cannot edit it manually.

Which system language/locale do you have configured?

Likely the same issue as already tracked in

i tested on win7 x64, os local zh-cht, inkscape local en and zh-cht;
win8.1 x64, os local zh-cht, inkscape local zh-cht.
it is the same whichever local is set in inkscape.

the box once shown the value and can be edit, but when the box is deactivated and reactivate again, e.g. deselect an object and select another object or switch tabs in the Fill nd Stroke dialog, the boxes become blank.

Linking as duplicate to bug #999422 (upstream issue in the win32 backend of Gtk+).

Please add a comment here (bug #1319550) and revert the duplicate issue if you disagree and think these are unrelated issues which need to be tracked separately.
