The "Report a Bug" menu item tries to go to a page (http://inkscape.org/en/report_bugs.php/) that doesn't exist.

Steps to Reproduce:
1. Launch Inkscape
2. Click Help
3. Click Report a Bug

Build/system information:
Windows 7 SP1 x64 EN-US
97 DPI
Dual monitors
Inkscape 0.48.4 r (64-bit edition)
