GUI improvment - remember "save as type" during session

Bug Description
Hello, during my workflow, when I am saving a copy several times out of an actual drawing, in my example as type "*.emf", I suggest, that InkScape should remember this setting during the actual session, so that I didn't need to repeatedly select the "save as type" again as long as I want to save copies in my previously selected file format type again. Each time, when I am opening the dialog "save as" or "save a copy, it will be set to its default, which is "*.svg".
