Bug Description
The attached example shows that Inkscape is doing something different than firefox when circles are offset in patterns.
In Firefox, both the red and blue cases have entire circles, just with the phase changed. In Inkscape the red circles are only drawn as quarter circles. The position the circles are drawn controls this, as indicated by the "circle origin" comment between those columns. The upper examples are irrelevant.
Mask may or may not play a role in this - the issue just happened to be discovered in this mask test case.
