Tiled Clones Rotate gives unpredictable results

Bug Description
On Mac OS X Mavericks, when the document size is not A4, tiled clones rotate shifts the clones to unpredictable places. If you use A4 as the document size the results are as predicted. In the attached screen shot you can see that no shift has been requested but the tiles are shifted. All settings except rotate were reset before the clone action was requested.

Underlying problem:
Changing the document page height, orientation or adjusting it to a selection will add a 'transform' attribute to the parent layer group which triggers bug 168651.
Workaround:
After resizing the page, create a new layer, move the original tile to the new layer and create the 'Tiled clones' on the new layer.
