maximized inkscape window triggers 'restore down' when opening a dialog window

Bug Description
This is a bit of an annoyance in using Inkscape, I think, only in Windows. If I use the 'snap to' feature in Windows where, for example, I drag my main Inkscape window up to the top of the screen where the operating system triggers 'maximize' (so my Inkscape window is maximized). If I then open a dialog window (like the Fill & Stroke window) using either the pull down menu option or the keyboard shortcut (like Ctrl-Shift-F), the dialog opens - but then the main window 'restores down' (i.e. it comes out of 'maximize' mode). If, on the other hand, I maximize my Inkscape window with the 'maximize' button in the upper right of the window (i.e. the square box) - then I can open dialog windows no problem (no changes to my main window occur).
Like I said - this is a minor annoyance. Like when you tell the doctor your arm hurts when you raise it over your head and he tells you not to raise it over your head ... but I thought you'd want to know.
I'm using Inkscape 0.48.2 r9819
Operating System: Windows 7 x64
