Clicking on the center of rotation doesn't toggle the transform handles

Bug Description
While the center of rotation is somewhere over a shape or a path,
if one clicks on it, then nothing happens,
it should probably switch between the scale and rotate/skew handles,
the same way as when one clicks on a shape or path outside the center of rotation.
When a shape is resized really small then one can click on the shape
and it will switch to the rotation and skew handles but to return
back to the scale handles one has to either,
zoom in and click beside the center of rotation or
move the center of rotation outside the shape or
deselect the shape and reselect it.
Also if the center of rotation is dropped over a rotate or skew handle,
then it's difficult to select it again without zooming in first.
Tested with:
v0.48.4 r9939
and
r12852 on linux mint 15 cinnamon 32bit
Reproduced with Inkscape 0.48.x r10006 and 0.48+devel r12582 on OS X 10.7.5.
