Bug Description
Inkscape 0.48.4 on Windows 7
To reproduce:
1. Open undo history panel and layers panel
2. Delete a layer name by clearing its text. Notice that the undo history is untouched.
3. Modify a layer name by appending "aaaa" to it. Notice that the undo history is modified.

Reproduced on Windows XP, Inkscape 0.48.4.
Not reproduce with trunk revision 12832 (it's now impossible to remove the layer's name from the Layers dialog).
