RFE: Image import dialog - add dpi option (from file or default), use compacter layout (help as tooltips)

Bug Description

Follow-up report to:
- Bug #1163449 “Imported bitmap appear blurry when zoomed in”
  <https://bugs.launchpad.net/inkscape/+bug/1163449>

Since a second option has been added to the import dialog (Image rendering mode), add the one which is missing, too: import resolution (from file, or default), and make the layout more compact (display help as tooltip for all options).

Tested on Windows XP, with Inkscape trunk revision 12845.
The dialog is very clean and does what we expect from it. Commit?
