Bug Description

On the Keyboard Shortcut Editor and option --verb-list, the verb name "XXX (No preferences)" are not localized properly.
XXX are remain in English.

As for --verb-list, if verb is without (No preferebces), verb's description is shown but if verb is with (No preferebces), verb's name are shown like follows:

org.inkscape.effect.filter.Blur.noprefs: Blur (No preferences)
