I've recently encounter extremely annoying obstacle with XML Editor, whenever I'm trying to drag any of the xml nodes, dragging icon shows up (it even follows cursor) but wherever I'll try to "drop a node", within hierarchy context, exactly nothing happens - node remains at it's place, completely unaffected. This behaviour makes impossible to change node position within hierarchy (like i.e. assign it to any other layer or group), using XML Editor.
Program restart, system reboot, clean-up of Inkscape user settings files, dosen't solve the problem.
I've checked up newest candidate release & it behaves exactly the same way.
This behaviour came up recently. I've never experianced similar problem before, using the very same version of Inkscape, under the same platform (Win 7 x64) - I've even copied the same version of Inkscape, I run it on my laptop under Win 7 x86 & it's working well (there are no signs of this problem).

After another few tries I've finally discovered the cause of the problem.....it is Kaspersky Internet Security 2014.
When you turn off KIS2014, Inkscape XML Editor behaves correctly, turn it on again & you will experiance the very same problem I've mentioned above.
At this point it's difficult to say, which of the security mechanisms of KIS2014, cause the problem.
I've already tried to turn on/off various KIS security mechanisms & nothing seems to work so far.
I've also checked up Inkscape permissions (under "Application Control") & still, I can't find anything suspicious that might cause the problem (programm is allowed to work freely).
I'm afraid that KIS2014 somehow interfere with dragging process on whole system scale & that unfortunately causes all that mess with Inkscape XML Editor.
Previous versions of KIS (2010/2011/2012) didn't interfere with Inkscape at all.
