Inkscape not responding when opening and also when opening files

Bug Description
Using: Windows 7 and Inkscape 0.48.4
In the last couple of weeks I've been experiencing long "Not responding" when opening Inkscape (not opening a file, simply opening the programme). It's been taking up to 3-5 minutes for it to start responding. Now however it's extended to files as well, so that when the programme finally starts to respond it stops responding completely and finally crashes. The file I'm trying to open at the moment for example is a simple .svg with only vector lines.
Has anyone been experiencing this, do you have any fix for it? I've already tried deleting the preference file and uninstall/reinstall the programme.

Hey there, are you still experiencing this issue with the latest Inkscape version? Can't reproduce this issue with Inkscape 0.92.4.
