Power Stroke make no end lines on closed paths

Bug Description

Steps to reproduce:
Select pen tool,
Select triangle in,
Make a curved closed path with start with a cusp node. And end in curve. End point become a no handles cusp node.

It could make no end lines that slow the program.

After increasing the x value of 'offset_points' slightly (e.g. to 0.01) using the XML Editor, the path effect renders as expected.
