trunk: EMF, WMF imports with incorrect drawing scale (r12557)

Bug Description

Steps to reproduce:
1) launch inkscape (default prefs, default doc)
2) open sample EMF file (sample test file attached)
3) zoom to page content ('5')
4) zoom to drawing content ('4')

Expected result:
The drawing content fits inside the page area.

Actual result:
The scale of the drawing content is to large - it doesn't fit into the page area (which seems to have the correct/expected size)

Tested with Inkscape 0.48+devel r12577 on Ubuntu 12.10 (VM, 64bit) and OS X 10.7.5.

Based on tests with archived builds:
- r12556 and older revisions: import as expected
- r12557 and later: incorrect scale of the imported drawing

Revision 12557: Use viewBox for new documents.

Confirmed on Windows XP, Inkscape trunk revision 12577.
The imported object's size is 1000000x1000000px, but the useful part (top left) is only 3723x2630px.
