trunk: incorrect page size for SVG from SVG test suite (r12554)

Steps to reproduce:
1) Download an SVG file from the SVG 1.1 Testsuite, e.g.
$ curl -O http://www.w3.org/Graphics/SVG/Test/20110816/svg/shapes-polygon-02-t.svg
2) launch inkscape and open the downloaded file 'shapes-polygon-02-t.svg'
3) zoom to page
4) zoom to content

Expected result:
Drawing content is inside the page area.

Actual result:
Page size is 1x1 px, the drawing content is outside the page area, and seems to use the correct scale (zoom 1:1) compared with how it renders in earlier builds.

Tested with Inkscape 0.48+devel r12572 on OS X 10.7.5.

Testing with archived builds:
- not reproduced with r12531, r12532, r12552
- reproduced with r12555, r12572

AFAICT this was introduced with the merge of the gsoc-2013-unit-improvement branch in r12554:

I had accidentally opened the file in an older version of Inkscape, so I thought I fixed it with r12575. It should actually be fixed now in r12577.
